Buying or living on rural land without a well is one of the most common surprises in the real estate market. Drilling is the default answer, but it is also the most expensive, the slowest, and the option with the least certainty of working. There are five other real paths, and depending on your geography and household size, one of them is usually the better choice.

Properties end up without a well for one of four reasons, and each one shapes which alternative makes sense. First, new construction on raw land where no one ever drilled. Second, a failed or abandoned well that ran dry or got contaminated. Third, regulatory restriction: many counties in over-pumped aquifers now restrict new domestic wells, and some California basins under the Sustainable Groundwater Management Act (SGMA) have outright moratoriums. Fourth, unfavorable geology, like Texas Hill Country limestone or Hawaii volcanic basalt, which makes drilling so expensive and uncertain that homeowners look at alternatives first.
If your land falls into the third or fourth category, the rest of this guide matters more than the average internet article on the topic. Drilling is not always available, and even when it is, "just drill a well" can mean $40,000 to $100,000-plus with no guarantee of hitting usable water.
If a municipal water main runs near your property, public hookup is almost always the cheapest long-term option. The variable is distance to the main. Most utilities will run service for free or a modest tap fee if the main is at your property line. Once it is more than 50 to 100 feet away, the homeowner pays per foot to extend it, typically $50 to $150 per foot in trenched easements. According to the American Society of Civil Engineers' 2025 Report Card for America's Infrastructure: Drinking Water, pipeline construction averages $1 million to $2 million per mile at utility scale, which is the same economics utilities pass through to a homeowner asking for a quarter-mile extension.
You also need to know whether the utility will extend service. In growing Texas Hill Country counties and across parts of Florida's Pasco, Polk, and St. Johns counties, utilities have issued partial moratoriums on new connections during peak demand. A quote that says "service is not available at this address" is not unusual.
Call your county water utility first. If service is available within a reasonable distance, it almost always wins on long-term cost.
Self-hauling water in a 250- to 500-gallon transfer tank is the cheapest way to get water onto land that has none. It is also the most labor-intensive, and it does not scale.
A 4-person household uses 200 to 400 gallons per day for indoor use alone, per U.S. Environmental Protection Agency How We Use Water guidance. Hauling 300 gallons per day means a daily round trip to a municipal fill station. Fill rates run $0.01 to $0.05 per gallon in most regions, so the water is nearly free, but you are spending $80 to $200 a month in fuel and three to five hours a week behind the wheel.
Self-haul works for a construction stage, weekend property, or single occupant with a fill station 15 minutes away. It stops working the moment your household grows, the station closes, or your truck breaks down.
A water delivery service trucks 1,500- to 5,000-gallon loads to a cistern on your property. You install the cistern, pay for the water, and the company refills on schedule or on call.
In rural Texas and the California Central Valley, delivery runs $0.05 to $0.15 per gallon delivered. In Hawaii, loads run $250 to $800 per delivery for 2,000 to 4,000 gallons, roughly $0.10 to $0.30 per gallon. A 4-person household using 9,000 gallons per month pays $450 to $1,350 per month in most markets, plus the cistern install.
Cisterns vary. A 2,500-gallon polyethylene tank runs $1,500 to $3,500 installed; a 10,000-gallon concrete or fiberglass tank with pump house, pressure system, and freeze protection runs $5,000 to $15,000. During the 2020-2022 California drought, the California Department of Water Resources logged thousands of household dry-well reports and emergency hauling requests through its drought reporting system, and delivery wait times stretched to weeks in the hardest-hit counties.
Delivery is the right answer for short-term gaps, low-volume use like a small cabin, or geographies with abundant suppliers. It is rarely the best long-term answer for a full-time household.
Rainwater harvesting can work as a primary water source in the right climates, at the right scale, and with proper treatment. In dry regions, it is supplemental at best.
The math is straightforward. Every inch of rain on 1,000 square feet of roof yields about 600 gallons collected, after a typical 0.62 efficiency factor for evaporation, splash, and first-flush diversion. A 2,000-square-foot roof in a region with 40 inches of rain per year captures roughly 48,000 gallons annually, enough for a careful 1- to 2-person household. The same roof in West Texas, getting 12 inches a year, captures only 14,400 gallons, under 40 gallons per day on average and concentrated in a few wet months.
Rainwater also has to be filtered and disinfected before it is drinkable. A complete potable-grade system (first-flush diverter, dual cisterns, particulate filter, carbon block, UV sterilizer) costs $8,000 to $25,000 installed. The U.S. Centers for Disease Control and Prevention's Rainwater Collection guidance notes that untreated rainwater carries real risks from roof contaminants, animal waste, and biological growth, so the treatment stack is not optional.
Most states allow residential rainwater harvesting. Colorado restricted it for decades and began loosening rules in 2016. Check your state and county before designing a system.
Rainwater is excellent in the Southeast, the Pacific Northwest, parts of Hawaii (about 60,000 Big Island residents already rely on catchment), and the Gulf Coast. It is supplemental at best in the Southwest and inland West.

An AWG condenses water vapor from the air using refrigeration cycles, the same physics as a dehumidifier but tuned for drinking-water output. Can you live full-time off rainwater alone? Yes, in the right climate and with proper treatment. Many off-grid households on Hawaii's Big Island, in the Texas Hill Country, and in the Pacific Northwest run entirely on catchment with first-flush diversion, dual-cistern storage, filtration, and UV. The constraints are climate, roof area, storage capacity, and discipline about indoor use. In regions averaging under 20 inches of rain per year, rainwater is supplemental, not primary.
